Governments must keep agricultural systems free of pests that threaten agricultural production and international trade. Biosecurity surveillance already makes use of a wide range of technologies, such as insect traps and lures, geographic information systems, and diagnostic biochemical tests. The rise of cheap and usable surveillance technologies such as remotely piloted aircraft systems presents value conflicts not addressed in international biosurveillance guidelines. The costs of keeping agriculture pest-free include privacy violations and reduced autonomy for farmers. We argue that physical and (...) digital privacy in the age of ubiquitous aerial and ground surveillance is a natural right to allow people to function freely on their land. Surveillance methods must be co-created and justified through using ethically defensible processes such as discourse theory, value-centred design and responsible innovation to forge a cooperative social contract between diverse stakeholders. We propose an ethical framework for biosurveillance activities that balances the collective benefits for food security with individual privacy: establish the boundaries of a biosurveillance social contract; justify surveillance operations for the farmers, researchers, industry, the public and regulators; give decision makers a reasonable measure of control over their personal and agricultural data; and choose surveillance methodologies that give the appropriate information. The benefits of incorporating an ethical framework for responsible biosurveillance innovation include increased participation and accumulated trust over time. Long term trust and cooperation will support food security, producing higher quality data overall and mitigating against anticipated information gaps that may emerge due to disrespecting landholder rights. A well-known result, going back to the twenties, states that, under some reasonable assumptions, any logic can be characterized as the set of formulas satisfied by a matrix 〈,F〉, whereis an algebra of the appropriate type, andFa subset of the domain of, called the set of designated elements. In particular, every quasi-classical modal logic—a set of modal formulas, containing the smallest classical modal logicE, which is closed under the inference rules of substitution and modus ponens—is characterized by such a matrix, (...) wherenow is a modal algebra, andFis a filter of. If the modal logic is in fact normal, then we can do away with the filter; we can study normal modal logics in the setting of varieties of modal algebras. This point of view was adopted already quite explicitly in McKinsey and Tarski [8]. The observation that the lattice of normal modal logics is dually isomorphic to the lattice of subvarieties of a variety of modal algebras paved the road for an algebraic study of normal modal logics. The algebraic approach made available some general results from Universal Algebra, notably those obtained by Jónsson [6], and thereby was able to contribute new insights in the realm of normal modal logics [2], [3], [4], [10].The requirement that a modal logic be normal is rather a severe one, however, and many of the systems which have been considered in the literature do not meet it. For instance, of the five celebrated modal systems, S1–S5, introduced by Lewis, S4 and S5 are the only normal ones, while only SI fails to be quasi-classical. The purpose of this paper is to generalize the algebraic approach so as to be applicable not just to normal modal logics, but to quasi-classical modal logics in general. (shrink)

One approach to applied AI is to automate business processes and remove people from the system. Another approach is to use AI methods to model how work actually gets done, so we can understand the essential role of knowledge people have about each other ("social knowledge") in allocating resources, assigning jobs, and forming teams.

The metabolic organization of both normal and malignant prostate cellular phenotypes involves some unusual and surprising features. In particular, both conditions exhibit ratios of NADH/NAD+ and NADPH/NADP+ charactersitic of high oxidative states despite a chronic shortage of O2 in both conditions. In this paper, we observe that, in prostate cancer cells, the oxidizing power of the fatty acid synthesis (FAS) pathway is so large that redox is stabilized more favorably (more oxidized) than in normal prostate cells. This FAS‐facilitated redox improvement (...) occurs despite the fact that malignant cells are more O2 limited and therefore express more hypoxia inducible factor 1 (HIF1) and express hypoxia‐regulated genes more robustly. This unusual metabolic situation clearly separates direct regulatory effects of redox balance from secondary effects of hypoxia per se. The physiological significance of the FAS pathway is thus the harnessing of its oxidizing power for improving redox balance despite conditions of more extreme hypoxia. Similar hypoxia defense strategies are found in animal species that are unusually tolerant to oxygen lack. Our hypothesis is that the metabolic organization in the “low zinc, low citrate” phenotype reflects an hypoxia‐defense adaptation geared toward redox balance, with prostate cancer cells being relatively more oxidized, even if more hypoxic, than normal prostate cells. Recognition and understanding of these redox balancing and hypoxia defense functions may lead to new intervention strategies by developing new intracellular targets for prostate cancer therapy. During the 1970s, prenatal screening technologies were in their infancy, but were being swiftly harnessed to uncover and prevent spina bifida. The historical rise of this screening process and prevention programme is analysed in this paper, and the role of ethical debates in key studies, editorials and letters reported in the Lancet, and other related texts and governmental documents between 1972 and 1983, is considered. The silence that surrounded rigorous ethical debate served to highlight where discussion lay—namely, within the justifications (...) offered for the prevention of spina bifida, and the efficacy and benefits of screening. In other words, the ethical justification for screening and prevention of spina bifida, when the authors are not explicitly interested in ethics, is considered. These justifications held certain notions of disability as costly to society, with an imperative to screen and prevent spina bifida for the good of the society. (shrink)

Although many studies have revealed the importance of study skills for students' first?year performance and college retention, the extent of the impact of study skills preparation on students' academic achievement is less clear. This paper explores the impact of pre?university study skills preparation on students' first?year study experiences, academic achievement and persistence. The setting for this study is a large law school in the Netherlands which attracts students from more than 100 schools for secondary education. The results show that the (...) perceived study skills preparation concerning time management and learning skills does have a positive impact on college students' first?year study behaviour and academic achievement. However, the study also shows that the impact of perceived college preparation is far less important for college retention than other factors such as satisfaction about the chosen degree programme and tutorial attendance. Early versions of satellite and radiosonde datasets suggested that the tropical surface had warmed more than the troposphere, while climate models consistently showed tropospheric amplification of surface warming in response to human-caused increases in greenhouse gases. We revisit such comparisons here using new observational estimates of surface and tropospheric temperature changes. We find that there is no longer a serious discrepancy between modeled and observed trends in the tropics. Our results contradict a recent claim that all simulated temperature trends in (...) the tropical troposphere are inconsistent with observations. This claim was based on the use of older radiosonde and satellite datasets and on two methodological errors: the neglect of observational trend uncertainties introduced by interannual climate variability and application of an inappropriate statistical “consistency test”.This emerging reconciliation of models and observations has two primary explanations. First, because of changes in the treatment of buoy and satellite information, new surface temperature datasets yield slightly reduced tropical warming relative to earlier versions. Second, recently developed satellite and radiosonde datasets now show larger warming of the tropical lower troposphere. In the case of a new satellite dataset from remote sensing systems, enhancedRSS warming is due to an improved procedure of adjusting for inter-satellite biases. When the RSS-derived tropospheric temperature trend is compared with four different observed estimates of surface temperature change, the surface warming is invariably amplified in the tropical troposphere, consistent with model results. Even if we use data from a second satellite dataset with smaller tropospheric warming than in remote sensing systems RSS, observed tropical lapse rates are not significantly different from those in all model simulations.Our results contradict a recent claim that all simulated temperature trends in the tropical troposphere and in tropical lapse rates are inconsistent with observations. The natural input memory (NIM) model is a new model for recognition memory that operates on natural visual input. A biologically informed perceptual preprocessing method takes local samples (eye fixations) from a natural image and translates these into a feature‐vector representation. During recognition, the model compares incoming preprocessed natural input to stored representations. By complementing the recognition memory process with a perceptual front end, the NIM model is able to make predictions about memorability based directly on individual natural stimuli. This brilliant and provocative study centers on the philosophical bases of style, and especially the use of metaphor in narrative fiction. Wicker has taken as his premise the importance of the polarization of language between metaphor and analogy; in his first section on the nature of metaphor, he argues for a balance or "marriage" of the two. He observes that since the Renaissance the Thomistic sense of analogy was lost and not replaced. Wicker’s two basic assumptions about metaphor are that (...) it is endemic in language, and that it is never innocent: it always implies a subterranean metaphysic. The first half of this book is devoted to exploring the implications of these two points; chapters relating metaphor to analogy, to fiction, to nature, and to God form the theoretical basis for the second half, a systematic application of these preliminary developments. These essays are fundamentally a credo and partly a manifesto. The author identifies problems in the college teaching of the Humanities, and after description, analysis, and illustration, he makes brief recommendations. He uses "Humanities" to englobe Philosophy and Religion, and largely neglects the fine and performing arts. Throughout, his emphasis is on reading skills. The sections are numbered through six chapters and a Prologue, implying one unfolding argument, which is largely the case.
